HOME CARE | EXPERT WITNESS

Home Care expert witnesses are experienced in non-medical, personal care services also called home care organizations (HCO) and domestic referral agencies (DRA).  Personal care attendant (caregiver) staff typically have slightly more training than a family member caring for their loved one at home would have. The agencies are typically licensed, the administrators, staff and caregivers are typically registered with the California Department of Social Services, and some staff training is required for staff that provide assistance to older adults or personal with a physical or mental disability.

Home Care Organization(s) arrange for home care services, which are non-medical services, by a caregiver to a client who needs assistance with activities of daily living. Payment for home care is typically made by one or more of the following: self-pay, third-party (fiduciary, attorney, family member, church), long-term care insurance, veteran’s administration, PACE programs, Medicaid. Rates vary significantly from agency to agency.
